Building Changes 2025 Legislative Agenda

Building Changes advances equitable responses to housing crises that impact children, youth, and families, with a focus on people of color. We work across and within systems, such as housing, education, and health, to ensure people experiencing homelessness are effectively served.

Our 2025 Washington State Policy Priorities:

Washington Youth & Families Fund (WYFF)

  • Invest an ongoing $1 million to existing funding in WYFF to sustain support for youth and families experiencing homelessness using racially equitable and trauma-informed strategies.
  • Pursue additional opportunities to expand and/or enhance the fund through public and private means.

Homeless Student Stability Program (HSSP)

  • Invest an ongoing $2.6 million to existing funding in HSSP to sustain support for students and families experiencing homelessness.
  • Pursue additional opportunities to expand and/or enhance the program.

Empowering Unaccompanied Youth

  • Address outdated state policies that limit an unaccompanied young person’s ability to avoid being detained long term in a detention facility without access to a court hearing and expand the options and resources available to youth and families.

Partner Support

  • Continue to support our partners’ work in education, health, housing, and racial equity.
