Welcome Devin, Fabian, and Bétyna!

We’re excited to welcome Devin Noel-Endres, Fabian Vasquez, and Bétyna Berice to Building Changes!

Devin joins as Senior Research Associate, bringing deep experience in youth homelessness research and a passion for centering community voices to inform policy. A Tacoma native, he looks forward to building closer relationships with community partners and advancing Participatory Action Research through our youth-focused programs.

Fabian is our new Grant Writer and Institutional Engagement Officer. Originally from Texas’ Rio Grande Valley, Fabian’s advocacy is grounded in his lived experience with housing insecurity and his commitment to ensuring everyone has a stable foundation to thrive. He’s eager to help strengthen support for our mission through meaningful partnerships.

Bétyna joins Building Changes as a public health researcher and epidemiologist dedicated to advancing health equity through data-driven solutions. With experience spanning global health, statistical modeling, and disease surveillance, Bétyna brings strong technical skills and a collaborative approach to using research to inform policy and improve outcomes for marginalized communities.

Outside of work, Devin enjoys travel, staying active, and time with his husband and two cats. Fabian loves animals—especially his two mischievous cats—and exploring Washington’s outdoors. Bétyna enjoys cooking, kayaking, and discovering new cultures through food and storytelling.
