Cost and Fidelity Analyses of the High-Needs Families Model: A Summary of Evaluation Findings

Building Changes developed and supported the High-Needs Families (HNF) model, a specialized type of Permanent Supportive Housing offering families with histories of homelessness a stable place to live, as well as intensive case management and ongoing supportive services. Westat, a national research firm, conducted a multi-year evaluation of the model to help us better understand the needs and experiences of the families being served. Our report, Cost and Fidelity Analyses of the High-Needs Families Model, summarizes Westat’s research on costs that families in HNF housing incur on various public systems, as well as how model fidelity affects family outcomes.
